Big holders dilute it as they see alternatives.

Uncle Lim aiming New York down state full scale casino in 2023, so he expanded RWNYC two years ago. RWNYC will have a new Hyatt Regency hotel, expanded gaming areas, new dining outlets & other facilities to be open next year summer.
It was planned & built two years ago, not during the covid-19 pendemic lah.
